Most Pakistani local businesses advertise on Facebook and Instagram by pressing Boost on a post that did well organically. It is the easiest option available and it is the most expensive way to spend the same money.

Why boosting wastes money

Boosting optimises for engagement: likes, comments, shares. Ads Manager lets you optimise for what you actually want, which is usually a message, a call or a purchase.

The practical difference is large. A boosted post finds people likely to react to a post. A properly configured campaign finds people likely to message you. Those are different audiences, and Meta will deliver whichever one you ask for.

The second problem is that boosting gives you almost no control over placement, audience or creative testing, which are the three things that determine whether the spend works.

The three campaign types worth running

1. Messages, for most local service businesses

For salons, clinics, tutors, repair services, gyms and most local retail, the realistic conversion is a WhatsApp or Messenger conversation, not a form.

Click to WhatsApp campaigns work well in Pakistan because they match how people already buy. The customer taps once and is in a familiar app, with no form to fill and no website to load.

The requirement: someone must answer within minutes during the hours the ads run. If messages sit unanswered until the next morning, you are paying to annoy people. Turn ads off outside your response hours.

2. Sales, for ecommerce

With the Meta pixel installed and the product catalogue connected, you get conversion optimised delivery and retargeting of people who viewed a product and did not buy.

Retargeting website visitors and previous customers is consistently the cheapest converting audience available to a small business, and it is the one most often not set up.

3. Leads, for higher value services

Property, education, insurance and anything where you need a name and a phone number before a conversation. Instant forms load inside the app and convert well, at the cost of lower quality than a website form, because it is easy to submit without thinking.

If you use these, call within minutes. Lead quality declines sharply with response time.

Audience: less clever than you expect

Detailed interest targeting has become less useful as Meta’s delivery has improved. For most local businesses:

  • Location plus broad age range is often enough. Let the system find who responds.
  • Radius targeting around your location for genuinely local businesses. Five to ten kilometres in a city.
  • Custom audiences are where the value is: your customer phone list, website visitors, people who engaged with your page, people who watched a video.
  • Lookalike audiences built from your actual customers, once you have a few hundred.

Uploading your existing customer list is the single highest value setup step and takes ten minutes. Most businesses never do it.

Creative decides more than targeting

With modern delivery, the creative is the targeting. Meta finds the audience that responds to what you show, so the ad itself does most of the work.

What consistently performs in this market:

  • Real photographs and video from your actual business, not stock imagery. Lower production value frequently outperforms polished work because it looks credible.
  • Vertical video for Reels and Stories placement, which is where a large share of cheap reach sits.
  • Price or offer stated plainly. Ads that hide the price get clicks from people who leave when they find out.
  • The first three seconds carrying the message, because that is all most people watch.
  • Urdu or Roman Urdu where it matches your customers. Many local businesses advertise in English to an audience that would respond better in Urdu.

Run three to five creatives per campaign and let delivery decide. Refresh them every few weeks, because performance decays as the same people see the same ad.

Budget and expectations

  • Minimum useful spend: around 20,000 to 40,000 PKR a month for a local business. Meta is generally cheaper per click than Google because you are interrupting rather than answering intent.
  • Leave campaigns alone for at least three days. Changing budgets and audiences daily resets learning and is the most common self inflicted problem.
  • Expect worse lead quality than search. Meta reaches people who were not looking. Volume is higher, intent is lower, and the cost per qualified enquiry is what matters.

What to measure

  1. Cost per message or lead, not cost per click or reach.
  2. How many of those became customers. Ask whoever answers the messages to record it, however roughly.
  3. Response time to incoming messages. Frequently the biggest lever on results and entirely within your control.
  4. Frequency. Above three or four, the same people are seeing the ad repeatedly and performance falls. Refresh the creative.

The setup most businesses skip

  • Install the Meta pixel on your website, even if you are not running conversion campaigns yet. It builds the retargeting audience you will want later.
  • Upload your customer phone list as a custom audience.
  • Verify your domain in Business Manager.
  • Keep ad account access in a business account you own, not a personal profile belonging to whoever set it up.

That last one matters more than it sounds. Businesses regularly lose access to their own ad account and page history when a former employee or agency leaves.
