What software development costs in Pakistan (2026)

Most quotes arrive without any working shown. Two companies read the same brief and come back a few hundred thousand rupees apart, and neither explains why. These guides exist to close that gap: real price bands, the handful of things that actually move them, and the questions that separate a considered quote from a guess.

Everything below is written from delivery experience, not from a rate card. Prices are in PKR and reflect 2026 market rates for work done in Pakistan. Nothing here is a quote for your project; it is the range your project should land in before anyone has seen your requirements.

The price bands, in one place

If you only read one section, read this one. These are the bands the detailed guides break down, with what each band actually buys.

Websites

Budget What it buys
25,000 to 80,000 Template site. A theme configured with your content and branding.
80,000 to 250,000 Designed business website. Custom layouts, proper content structure.
250,000 to 600,000 Ecommerce or content-heavy site. Catalogue, payments, or large content models.
600,000 to 2,000,000+ Custom web application. Logic, user roles, and integrations, not just pages.

Mobile apps

Budget What it buys
250,000 to 600,000 Simple app. A focused set of screens over a straightforward backend.
600,000 to 1,500,000 Standard business app. Accounts, real data, a working admin side.
1,500,000 to 4,000,000 Multi-role platform. Several user types with different permissions.
4,000,000+ Regulated or high-scale. Compliance, audit trails, or serious load.

SaaS products

Budget Timeline What it buys
600,000 to 1,500,000 2 to 3 months Validation build. Enough product to test whether anyone will pay.
2,000,000 to 5,000,000 4 to 7 months Launchable SaaS. Billing, onboarding, and the support surface around it.
5,000,000 to 15,000,000 8 to 14 months Scaling SaaS. Built to hold growing load and a growing team.

Why two quotes for the same brief differ so much

A wide spread between quotes usually is not one company overcharging. It is two companies solving different problems because the brief left room for interpretation. Six things move a website or application quote more than anything else:

  • Custom design versus a theme. The single largest swing in most web quotes.
  • Integration count. Every external system (payments, SMS, accounting, a courier API) is its own small project with its own failure cases.
  • Content. Who writes it, who formats it, and whether it exists yet. Missing content stalls more projects than missing code.
  • Who is building it. A team with a project manager, QA, and a designer costs more per hour and usually less per delivered feature.
  • Performance and SEO structure. Cheap to build in; expensive to retrofit after launch.
  • Revision rounds. Unlimited revisions are not free. They are either priced in or they become the argument later.

Enterprise systems follow the same logic with different drivers. An ERP is priced by the number of processes, not the number of users, along with the data quality in the systems you are leaving, integration count, how much you are willing to change your own workflows, and who owns change management. That last one is where most ERP budgets quietly break.

Before you brief anyone

Half of the cost overruns we see were decided before a line of code was written. These four cover the decisions that are cheapest to get right at the start and most expensive to reverse later.

What it costs to build

The detailed guides behind the bands above, plus design rates if you are commissioning that separately.

What it costs after launch

The build price is not the cost of the software. Maintenance is the line most budgets leave out, and it is predictable enough to plan for. As an annual percentage of what the build cost:

System Per year
Simple website 10 to 15%
Business web application 15 to 20%
Mobile app 15 to 25%
System with several integrations 20 to 30%

So a 2,000,000 PKR business application should carry roughly 300,000 to 400,000 PKR a year to stay healthy: hosting, security patches, OS and library updates, and the small fixes that keep a system usable. Budget it at the start and it is routine. Discover it in year two and it reads as an unpleasant surprise.

AI features are the newer version of the same trap: the build is a one-off, but the inference cost recurs with every user and scales with usage rather than headcount.

Three questions worth asking every vendor

  • What is not included in this number? A good answer is specific and slightly uncomfortable. A vague one tells you the scope has not been thought through.
  • What happens when we ask for something outside scope? You want to hear a process (a change note, a re-estimate, your approval), not a reassurance that it will be fine.
  • Who owns the code and the accounts? Settle repository access, hosting, domains, and third-party accounts in writing before the project starts, not when it ends.

Any company that answers these three clearly is usually worth more than the one that is 15% cheaper and vague.

Choosing who to brief is half the cost question. How to choose a software house in Rawalpindi covers the six checks that separate a company that finishes from one that does not.
