App quotes vary more than website quotes, and for a reason that catches most first-time buyers out: roughly half of what you are paying for is not the app. It is the backend the app talks to, the admin panel someone uses to run it, and the store submissions, review cycles and post-launch fixes that only start once the build is “finished”.

Here is what mobile app development actually costs in Pakistan in 2026, and what the line items mean.

The bands

250,000 to 600,000 PKR: simple app

Five to eight screens, content delivered from a simple backend, no user accounts or only basic ones, no payments. A directory, a catalogue, a company app, a simple booking form. Six to ten weeks.

600,000 to 1,500,000 PKR: standard business app

User registration and login, profiles, a real backend with an admin panel, push notifications, one payment integration, and analytics. An ecommerce app, a service booking app, a basic delivery app. Three to five months.

This is where most serious SME app projects land, and where most clients are surprised, because the app itself is perhaps 40% of it.

1,500,000 to 4,000,000 PKR: multi-role platform

Two or three user types with separate apps or interfaces (customer, rider, vendor, admin), real-time features like live tracking or chat, multiple integrations, and non-trivial business logic. A ride-hailing or delivery platform, a marketplace, a logistics system. Five to nine months.

Cost scales with roles, not screens. A second user type does not add 30%; it commonly adds 70 to 90%, because it is a second product with its own flows, its own permissions and its own testing.

4,000,000+ PKR: regulated or high-scale

Fintech, health data, anything needing compliance work, security audit, and infrastructure built for load. Nine months and up.

What sits inside a quote

For a typical standard business app, the split is roughly:

  • Discovery and UX: 8 to 12%. Flows, wireframes, edge cases. Skipping this does not save money; it converts into change requests at three times the price.
  • UI design: 10 to 15%.
  • Mobile build: 30 to 40%. The part everyone thinks is the whole thing.
  • Backend and API: 20 to 30%. Database, business logic, authentication, notifications, integrations.
  • Admin panel: 8 to 12%. Almost always forgotten by the client and almost always needed. Someone has to add products, see orders, refund a customer and ban an abusive account.
  • QA and store submission: 8 to 12%. Device testing, App Store and Play Store review, rejections and resubmission.

A quote heavily weighted to the mobile build with little backend and no admin panel is not cheaper. It is incomplete, and the gap arrives as a second invoice.

The five real cost drivers

1. Number of user roles

The largest driver by a distance. Count your roles before you count your screens.

2. Real-time features

Live location, chat, live order status and instant updates require different infrastructure from a normal request-response app, and different testing. Real-time is the single most underestimated line in app briefs.

3. Payments

Locally, integrating JazzCash, Easypaisa or a bank gateway involves merchant onboarding, sandbox testing and reconciliation logic. Budget three to six weeks of elapsed time for the commercial side even when the engineering takes one.

4. Offline behaviour

“It should work without internet” turns a straightforward app into a data-synchronisation problem with conflict resolution. For field-force and delivery apps it is often genuinely required. It is never cheap, and it should never be added as an afterthought.

5. Native versus cross-platform

Building separately for iOS and Android costs roughly 60 to 80% more than one cross-platform codebase and is only justified for heavy device-level work: advanced camera processing, AR, background location precision, high-performance games. Costs that continue after launch

  • Apple Developer Program: 99 USD per year. Google Play: 25 USD once.
  • Backend hosting: 15,000 to 150,000 PKR per month depending on users and data.
  • Push notification and SMS services: usage-based; SMS in particular adds up faster than people expect.
  • Maintenance: 15 to 20% of build cost per year, and this one is not optional. iOS and Android ship breaking platform changes annually. An app left untouched for two years will eventually stop being accepted by the stores.

How to spend less without building less

  1. Ship one role first. Launch the customer app with an internal admin panel and manual back-office process. Add the vendor or rider app once the customer side has proven demand.
  2. Cut real-time from version one unless it is the product. Order status that refreshes on open is enough to validate a business.
  3. Use a web admin panel, not an admin app. Cheaper, faster to build, and better on a desktop where the work actually happens.
  4. Delay the second payment method. One gateway proves people will pay. The second can wait for evidence.
  5. Decide what you are testing before you build. Most app budgets are spent proving something that a two-week landing page could have answered.

The question worth asking

“Which of these features would you drop if the budget were 40% lower, and what would we learn anyway?” An agency that answers seriously is thinking about your outcome. An agency that says everything is essential has not thought about it at all.
