FBR POS Integration for Retailers: Who Must Integrate, How It Works and What It Costs
FBR POS integration connects every billing counter in your shop to the Federal Board of Revenue: each sale is reported as the bill is made, and the receipt carries an FBR invoice number and QR code. For Tier-1 retailers it is a legal duty, and the penalty for not integrating starts at Rs 500,000.

Who must do FBR POS integration: Tier-1 retailers
Section 23 of the Sales Tax Act (as amended in 2025) requires all Tier-1 retailers to integrate their outlets with FBR for real-time sales reporting. Under section 2(43A), as amended by the Finance Act 2026, you are Tier-1 if any one of these applies:
- You are a unit of a national or international chain of stores.
- Your shop is in an air-conditioned mall, plaza or centre (kiosks excluded).
- Your electricity bills for the last 12 months total more than Rs 1.2 million.
- You are a wholesaler-cum-retailer importing consumer goods in bulk, with turnover above Rs 200 million.
- Your turnover in the last 12 months was above Rs 200 million, declared or worked back from withholding tax under section 236G or 236H.
- FBR has prescribed you by notification (it can also exclude people the same way).
The Finance Act 2026 dropped two older tests (having a card machine, and the withholding tax threshold behind lists such as STGO 01 of 2024). Named on an older list? Ask your tax adviser; you can apply to your Commissioner for exclusion.
Restaurants. FBR counted 1,152 restaurant integrations up to 31 August 2026. In Punjab, the Punjab Revenue Authority runs its own POS integration (PRA manual, January 2026); confirm with PRA whether you are notified.
POS integration is not FBR Digital Invoicing
POS integration covers counter sales by Tier-1 retailers. Digital Invoicing is FBR’s separate system for structured electronic sales tax invoices and debit and credit notes; under SRO 709(I)/2025 it covers corporate and non-corporate registered persons, through a licensed integrator or PRAL (FBR FAQs). Some businesses need both. See FBR Digital Invoicing integration.
How FBR POS integration works, step by step
From FBR’s technical specification: each counter gets an ID, and your POS gets an FBR invoice number for every sale.
| Step | What happens | Who |
|---|---|---|
| 1. Register each POS | On FBR’s portal (Registration, POS Client Registration) enter business, branch and counter details, including MAC and IP address. FBR issues a POS ID, plus a test ID for trials. | Owner, with vendor |
| 2. Connect | Install FBR’s fiscal component on the counter PC (Windows, .NET 4.5 or later, IIS), or send invoices from a cloud POS to FBR’s web service. | Developer |
| 3. Build and test | Each sale sends the invoice (items with PCT code, tax rate, value, payment mode) and gets back an FBR invoice number. Returns go as credit invoices. Test in the sandbox. | Developer |
| 4. Print | FBR invoice number, QR code and FBR logo on every receipt. | Developer |
| 5. Go live | Switch every counter to production and display the “Integrated with FBR” signboard. | Both |
| 6. Run | Sell only through integrated counters; upload offline invoices and report breakdowns within 24 hours. | Owner |

What the customer sees and how they verify it
Under rule 150R the receipt carries a unique FBR invoice number, a QR code, the POS software’s registration number and the FBR logo. Customers verify it two ways, per FBR’s POS invoice verification page:
- Tax Asaan app: open FBR POS, tap Verify Invoice, then type the FBR invoice number or scan the QR code. Unverified invoices can be reported.
- SMS: send INV, your CNIC number and the FBR invoice number, separated by spaces, to 9966.
FBR’s prize scheme rules (rule 150ZEL, in the POS booklet) reward customers who report unverified invoices, so expect customers to check.
FBR POS integration costs, fees and penalties
| Item | What the law says (checked 4 October 2026) |
|---|---|
| Setup | The retailer pays for equipment and software (rule 150R(10)). PRAL must provide integration services free on demand (rule 150XF). |
| Service charge | Re 1 per invoice, collected by the retailer and deposited with the monthly sales tax return (SRO 1279(I)/2021). |
| Tax credit | 10% of the amount invested in integration hardware and software, against normal income tax (section 64D, Finance Act 2026). Running costs excluded. |
| Input tax | Not integrated in a tax period: adjustable input tax for that period cut by 60% (section 8B(6)). |
| Not integrating | Rs 500,000 for a first default, then Rs 1, 2 and 3 million at 15-day intervals, plus sealing; the first is waived if you integrate before the second (section 33, serial 25A). Serial 25 also allows up to Rs 1 million, then 5 million. |
| Utilities | Gas and electricity can be disconnected for notified retailers not integrated (section 14AB). |
| Tampering | Invoices without a valid FBR number or QR code: Rs 500,000 or 200% of the tax, whichever is higher (serial 24). |

Integrated POS software or integrate your existing system?
| Switch to FBR integrated POS | Integrate your current software | |
|---|---|---|
| Best when | Current software is old or unsupported | It works and staff know it |
| Before go-live | Registration, PCT codes, training | Development, testing, registration |
| Data | Products and balances must move | Nothing moves |
| FBR changes | Handled by the provider | Handled by whoever owns the code |
Ask any vendor: does every receipt print the FBR number and QR code, how are offline sales and returns sent, and is a licensed integrator needed under Chapter XIV?
On the vendor list: FBR’s POS pages show rules, technical help and 13,731 integrations covering 37,770 branches (to 31 August 2026), but we found no current list of approved POS software there. Ask any vendor, including us, for a live receipt that verifies in Tax Asaan.
Checklist before FBR POS integration goes live
- Tier-1 status confirmed with your tax adviser; sales tax registration active.
- Every branch and counter registered with its own POS ID.
- Every product has a PCT code and the right tax rate.
- Sales, returns and discounts tested in the sandbox; receipt QR code scans in Tax Asaan.
- Offline mode tested: disconnect, sell, reconnect, confirm upload.
- No manual bill books or unconnected counters left.
- Signboard up; one named person reports breakdowns.
- Re 1 per invoice charge added to the monthly sales tax payment; records kept six years (rule 150S).
How Ezitech helps
EziPOS is FBR integrated. It is our own cloud POS and billing software (prices on the point of sale page). The Enterprise ERP plan (Rs 25,000 a month, unlimited outlets and invoices) lists FBR and PRA digital invoicing integration, with full accounting, HR and payroll.

FBR POS integration questions
Is FBR POS integration mandatory for every shop?
No, only for Tier-1 retailers under section 2(43A) of the Sales Tax Act: chain stores, shops in air-conditioned malls, retailers above the electricity or turnover tests, and anyone FBR notifies.
How do I get a POS ID from FBR?
Register each counter on FBR’s portal under Registration, POS Client Registration. FBR issues a POS registration number that your software sends with every invoice.
How can I check if my bill is registered with FBR?
Scan the QR code or enter the FBR invoice number in the Tax Asaan app under Verify Invoice, or SMS INV, your CNIC and the invoice number to 9966.
What is the FBR POS fee per invoice?
Re 1 per invoice under SRO 1279(I)/2021, collected by the retailer and deposited with the monthly sales tax return.
What happens if a Tier-1 retailer does not integrate?
Input tax is cut by 60%, penalties start at Rs 500,000 and rise with each default, and the shop can be sealed.
Can my existing POS software be connected to FBR?
Yes, if the software can be changed. A developer adds the FBR invoice call and receipt printing using FBR’s published technical specification.
